As per the CEA Rules for Central Government Employees, all Central Govt Employees are eligible for Children Education Allowance. Also, the State Government Employees working in Central Government office on deputation basis, industrial employees of Central Government and Civilian employees paid from Defence Estimates are eligible for Children Education Allowance.

A Government employee can avail CEA for only those children (including step and adopted) who are completely dependent on him and study in a recognized school.

If both husband and wife are central government employees then only one of them can claim for CEA. If one of them is not a Central Government employee then he/she can claim CEA only if CEA facility is not given to him/her by his/her employer and a declaration to that effect is furnished by the official.

A government employee can claim CEA only for those children who are going to school. That is, it is applicable for children from class Nursery to twelfth. These also include children whose examinations of class eleventh and twelfth are taken by such junior college or school which are affiliated to Universities or Boards of Education. CEA is also applicable for two years Diploma course in Polytechnic.

The reimbursement of CEA may be also allowed for those children who are studying in a recognized School or Institution. Here, recognized School or Institution means a Government school or educational institution recognized by the Central Government or State Government or Union Territory Administration or by University or a recognized Educational Authority. But these government schools or educational institutions should be situated in their jurisdiction area only.

In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is ‘recognized’ or not.

In case of retirement, discharge, dismissal or removal from service, CEA / Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year. The payment shall be made by the office in which the government servant worked prior to these events and will be regulated by the other conditions laid down in this OM.

There is no minimum age for claiming reimbursement of Children Education Allowance for any child including children with disabilities.

Both the Hostel Subsidy and Children Education Allowance can be claimed at the same time.

The reimbursement of CEA and Hostel Subsidy will be done just once in a financial year after completion of the financial year.

Reimbursement of Child Education Allowance does not depend on the performance of the child in the class. Even if a child fails in a particular class, a government employee can claim for reimbursement of Child Education Allowance. He can claim CEA twice for the same class.

Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College after passing 10th Standard is reimbursable provided that Children Education Allowance/Hostel Subsidy has not been given to Government servant in respect of a child studying in class 11th and 12th standards.

There is no minimum age limit for children education allowance but the upper age limit is fixed. The upper age limit for Divyang children has been fixed at 22 years while in case of other children this age limit will be 20 years or till passing 12th standard, whichever is earlier.

Reimbursement of CEA and hostel subsidy will be applicable for children Classes Nursery to twelfth, including Classes eleventh and twelfth conducted by Junior Colleges or Schools affiliated to universities or boards of education.

A Government servant is eligible to receive the Children Education Allowance or hostel subsidy while he is under suspension, or on leave (including extraordinary leave). However, during any “dies non” period, the Government servant shall not be eligible for the CEA / Hostel subsidy for that period.

For how many children CEA is given

A Central Government Employee can claim Children Education Allowance / Hostel Subsidy for three children who born up to 31.12.1987 and such government employees whose children are born after 31.12.1987 can claim for CEA for their two children.

If a government employee’s second child is a twin or has multiple births then he can claim Children Education Allowance for all children.

In case of failure of sterilization operation, Children Education Allowance / hostel subsidy is admissible to children born out of the first instance of such failure.

If a government employee has three children and could not claim for reimbursement of Children Education Allowance or hostel subsidy for first or second child due to any reason, then he cannot claim for third child because CEA is admissible only for the two eldest surviving children.

But, as mentioned above, he can claim for a third child if the second childbirth results in multiple birth or in cases of failure of sterilization operation.

Rate of Children Education Allowance and Hostel Subsidy

The rate of Children Education Allowance with effect from 01.07.2017 is Rs.2250/- per month per child. This rate is fixed and a government employee will get children education allowance at this rate, irrespective of the actual expenditure incurred by him.

A government servant can claim Hostel Subsidy for his / her children who are residing in the Hostel of a residential school away from the station he/she is posted.

Only those Government servants are eligible for hostel subsidy who keep their children in a hostel of a residential school/institution located at a distance of 50 kms from their residence.

The rate of Hostel Subsidy is Rs.6,750/- per month. If the actual expenditure on boarding and lodging is less than this ceiling of Rs. 6,750/-, then he will be paid equal to the actual expenditure otherwise he will be paid the above-mentioned amount as Hostel Subsidy.

The above rates of Children Education Allowance (Rs.2250/- per month) and Hostel Subsidy (Rs.6,750/- per month) would automatically increase by 25% whenever DA increases by 50%.

Reimbursement of Children Education Allowance to Government Employees in case of Divyang children payable at double the normal rates prescribed i.e. Rs. 4500/- per month will be payable.

Documents for Children Education Allowance and Hostel Subsidy

To claim reimbursement of Children Education Allowance, the Government servant should produce a child education allowance certificate from school issued by the Head of the Institution for the period / year for which the claim is made. This should be mentioned in the certificate that the child studied in the school during the previous academic year.

In order to claim reimbursement of hostel subsidy for that academic year, government servant can produce a similar certificate confirming that the child studied in the school along with a certificate mentioning the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex.

If the government servant is not able to get such certificates, then he can produce self-attested copy of the report card or self-attested fee receipts mentioning that the fee was deposited for the entire academic year.

Similarly, for Hostel Subsidy, he can also submit self-attested copy of the report card and original fee receipts, in which it should be mentioned that the government servant has paid the fee towards lodging and boarding in the residential complex.

He can also submit E-receipts as a proof of payment of fee and these receipts will be treated as original.
