When a notification is published for a government job, often the Pay Levels and Basic Pay are given for all the posts published in notification. This happens in almost all notifications.
When a person joins a government office for the first time, a Pay Fixation statement is made on the basis of that job notification.
Now this Pay Fixation statement is signed by the Head of Office of that office which is a Gazetted officer. That Gazetted officer is authorized to make this Pay Fixation statement official.
After taking the signature from that authorized officer, the Pay Fixation statement is sent to the office where the pay related work of the employees of the concerned office is done.
Like PAO (Pay and Accounts Office), where pay related work of employees working in GST(Goods and Services Tax) or Income Tax Department, is done.
In these offices, the work related to the salaries of these employees are also done.
Another example is of CGDA (Controller General of Defense Accounts) where pay related work of employees working in Defense Offices are done.
These offices verify that Pay Fixation statement and if they find statement correct, the authorized officer signs that statement. After taking signature from that officer, the work of Pay Fixation of that employee is completed.

Like the posts of Assistant Audit Officer and Assistant Accounts Officer come in Pay Level 8.

On promotion :
Even after promotion, the basic pay of a government employee changes.
Suppose the Basic Pay of an employee comes in Pay Level 6, then on promotion, his Pay Level will increase to 7.
Now according to this Pay Level i.e. 7, its Basic Pay will be fixed.
On getting MACP :
The full form of MACP is – Modified Assured Career Progression Scheme. This scheme is applicable for those employees who do not get any promotion or up-gradation in 10, 20 and 30 years of service.
As it is known that promotion is given to any government employee after working for a certain number of years.
But sometimes an employee is not able to get promotion on time.
In such a situation, MACP is done to that employee and his Basic Pay is determined according to the next pay level.
It is clear that when the Basic Pay of an employee changes due to change in the Pay Level, then Pay Fixation will be required.

Increment has stopped due to some reason and on regularizing it:
In government jobs, increment is available every year in the month of January or July.
This increment is applicable only in the same Pay Level but Basic Pay starts getting one cell ahead.

There can be many reasons for stopping the increment like that employee has not passed any departmental examination.
Or there is a vigilance case going on against that employee on behalf of the department.
In such a situation, when that employee becomes free from the above problems, then his salary has to be regularized.
