LTC Rules for New Recruits regarding minimum service

A fresh recruit can avail Leave Travel Concession only after completing one year of continuous service.

It means a fresh recruit joins the government department on any date then he will be eligible for availing LTC after completing one year of continuous service from the date of joining. Here continuous service means, there is no service break during his first year of service in the department.

Service break is defined as a period of unauthorized absence from office. But, if appointing authority condones his unauthorized absence then his service is treated as ‘continuous service’.

So if you are a fresh recruit then keep in mind that only after completing one year in the job, visit you hometown to avail your first LTC.

One more thing that you can avail only Home Town LTC for the first time after completing one year in service.

LTC Rules for New Recruits regarding Home Town Declaration

When you join the central government department for the first time then you have to declare your hometown and in the case of non-Gazetted staff the declaration is kept on the Service Book or on other service record.

Also your declaration of Hometown should be accepted by your controlling authority.

It is very important to note that the home town once declared by government servant and accepted by his controlling office is treated as his final declaration. But in exceptional circumstances, if government servant requests, the head of department may authorize a change in declaration of home town.

But the change in home town shall not be made more than once during the entire service of government servant.

Block Year for new recruits

A fresh recruit can avail LTC every year for the first eight years, from the date of becoming eligible for availing Leave Travel Concession.

These eight years are divided into two blocks of four years. In the first block, he is eligible to avail Home Town LTC every year for the first three years and in the fourth year he is eligible to avail All India LTC.

The same eligibility as above will be applied for the next block of four years. If the government servant does not want to visit other place in India in lieu of All India LTC in the fourth year then he can visit his home town and mention All India LTC to home town in his claim.

These LTC blocks of four years are different from the regular LTC blocks of four-years which are applicable to government employees who have completed 8 years of service.

Carryover of LTC for new recruits

A fresh recruit who does not avail LTC facility in a particular year, he cannot avail it in the next year i.e. carryover of LTC to the next year is not allowed in case of a fresh recruit. Since, he is eligible for availing LTC every year, so this does not make sense to carryover of LTC.

If he does not avail LTC facility in any year, his LTC is treated as lapsed with the end of that year.

LTC Eligibility when Home Town and Headquarters are same

If home town and headquarters are same for a fresh recruit, then he cannot avail LTC to home town. But he is eligible to avail LTC to any place of India in the fourth year of each block i.e. he can only visit any place of India on LTC in the fourth and eighth year of first eight years of his service.

LTC Eligibility for unmarried government servants

Unmarried government employee can avail of LTC for self only to visit his home town every year if he has parents, sisters and minor brothers wholly dependent on him living in his home town.

If government employee joins the service on 31st December

If a fresh recruit joins the service on 31st December of any year then he will be eligible for Leave Travel Concession with effect from 31st December of next year and on this date he may avail his first home town LTC.

From next year onwards, he will be eligible for the remaining seven LTCs.

Suppose an employee joins the government service on 31 December 2021, then he will be eligible for his first Home Town LTC on 31 December 2022. Now, he would be entitled for Home Town LTC and All India LTC as below-
